Ruth 'Chita' (DeCillo) O'Connor, daughter of Carlos DeCillo and Cora Nayan Hobart, wrote in June 1976 in the Orange County Genealogical Society Quarterly that her father was "Charles Elmore Cosby (changed to Charles E.
